Mrs Sylvia Oppong-Mensah

Mrs. Sylvia Beatrice Oppong-Mensah is a conscientious goal oriented administrator always desirous to contribute to the achievement of the corporate goal and mission of any institution she works with. She is the first female Registrar of Takoradi Polytechnic.

Born on 27th August 1965 to Mr. and Mrs. R.B. Ellis (both of blessed memory) hails from Shama, in the Western Region of Ghana. She had her childhood education at Akwatia L/A Primary school and continued at Young Christian Preparatory School Takoradi in 1979, and continued her ‘O’ and ‘A’ Level education in 1984 and 1986 respectively in Holy Child School, Cape Coast.

Right from her childhood, even though her father passed away quite early, she was determined to climb higher the educational ladder with her mother especially as her backbone. As an enthusiast in education and particularly that of the female, Madam Sylvia believed that education was the sole legacy to boast of. She therefore left no stone unturned as she exhibited seriousness with her education. This zeal took her to University of Cape Coast where she obtained a B.A (Arts) and a Diploma in Education in 1991. She pursued a Masters degree in Public Administration at the University of Ghana, Legon, 2002, and after successful completion, she further studied for a Certificate in Human Resource Management from GIMPA, Accra in 2007.

Madam Sylvia Beatrice Oppong-Mensah has taught History and core English at Methodist Secondary School in Sekondi during her post-graduate national service in 1991 and Akuse Methodist Senior Secondary School from 1992 to 2000 where she shouldered such responsibilities as Head of Health and Sanitation matters, Career Counsellor, Assistant Sports Mistress and Secretary to  the School Board.

As an effective Human Resource Practitioner with a demonstrated ability in team work and having created a niche in supportive environment for the achievement of institutional goals, she joined Takoradi Polytechnic in October 2004 as an Assistant Registrar (Personnel) and by dint of hard work and dedication, was promoted to the rank of Senior Assistant Registrar in January, 2012, a position she held till the current appointment on 1st October, 2012.

In her past eight (8) years of devoted service to the development of the Polytechnic, she was instrumental in most of the past and present glories the Polytechnic has chalked.  She depicted this in the way and manner she assiduously executed any additional responsibility assigned her to the admiration of all which has gone a long way to contribute to the development of the Polytechnic Community.

She began as Assistant Registrar (Personnel) from October 2004 to October, 2006 and later became the Head of the newly created Personnel Section from October 2006 to October 2008. During these periods, a few worth mentioning programmes began such as orientation for the newly recruited teaching and non teaching staff (both Senior members, senior and Junior staff, retirement seminar for nearing retiring staff and in- service training for new teaching staff which gave the staff a boost to meaningfully participate in the administration of the institution, thus contributing effectively to the administration of the polytechnic. She also supervised the processing of staff development and ensuring the application of the terms and conditions of service.

Between October 2008 and December 2011, Madam Sylvia worked in the Civil Engineering Department as Assistant Registrar. Her performance at the department was highly remarkable. She initiated the departmental orientation for the students as the department had embraced a new curriculum called the Competency Based Training (C.B.T.) module. She taught the students how to calculate their GPA and CGPA as there was no software developed to do the calculation. She supervised the proper organization of all documents, ensured the organization of project presentations and learned a lot in respect of the technical issues in the department. She performed well to the admiration of both students and staff to the extent that her transfer from the department was in fact a worry to them.

Madam Sylvia also served on the following committees in the polytechnic:  Appointments and Promotion Board, Research and Conference, Disciplinary Board, 50th Anniversary Celebration Planning Committee, and Departmental Secretary (Civil Engineering). She was also instrumental in the drafting of the Condition of Service for Ghana Association of Polytechnic Administrators (GAPA). On a few occasions when she stood in for the Deputy Registrar on the Entity Tendering Committee, she contributed remarkably. Madam Sylvia Beatrice Oppong-Mensah on two occasions acted as the Registrar in the absence of former Registrars in April 2006 and September 2010.

Until her appointment as the substantive Registrar of the Polytechnic, She was the Senior Assistant Registrar at the Vice Rector’s Office.

She is also a devoted Presbyterian and has served the church in various capacities which includes a Senior Presbyter in Peniel Congregation in Aboadze under Sekondi District of the Presbyterian Church of Ghana (P.C.G). She also served as a District Standing Committee member, Women’s representative to the Western Presbytery Council, Vice President of Sekondi District Presbyters Union, a Local Preacher among other important roles in the District programmes.

Mrs Sylvia Beatrice Oppong-Mensah who is currently pursuing her PhD Programme in Business Administration is married to Mr. Richard Oppong-Mensah and are blessed with three children.
